Soccer Rules - Ages 3-13

Soccer Rules – (ages 3 – 4)

 

Field Size – 70 x 100 feet

Length of Game – Four 6-minute quarters

Period Break – 2 minutes

Halftime Break – 5 minutes

Players on Field – 6v6 – No Goalie

Game Ball – Size 3

 

Hopewell Recreation Ministry Leadership reserves the right to make any changes that they deem necessary for the betterment of the league and its play.

Unsportsmanlike Conduct

No coach or player shall belittle or berate the players, coaches or fans of another team. This type of action will NOT be tolerated. First offense: Warning. Second offense: Ejection from game. PENALTY: Any coach or player ejected from a game will be suspended for a minimum of 1 game up to a maximum of the remainder of the season. Any coach ejected from a game will be required to meet in person with the Hopewell Recreation Minister before coaching another game. The coach is responsible to set up this meeting.

Coordinators & Referees may issue warnings to players, coaches or teams for team and personal unsportsmanlike conduct or safety concerns.

Harassment of officials and Hopewell Recreation Ministry Staff will not be tolerated. Questions should be asked by the HEAD COACH ONLY and done in an ORDERLY HUMANE and RESPECTFUL fashion about rule interpretations only. Judgment calls are NOT to be argued. Failure to comply with this rule will result in immediate ejection of the guilty party and possibly forfeiture of the game. NO WARNINGS WILL BE GIVEN!!

Judgment calls made by the referee shall NOT be contested.

There will be paid refs for each game.

 

One coach can be on the field during the game to help instruct, but they need to avoid interference with play of game.

Game begins with a kickoff at midfield, one team on the midfield line and the other team on the circle. Players cannot advance until the whistle is blown. This process is repeated after each goal is scored.

A ball that crosses the sideline will result in a throw-in. Players get as many attempts as necessary to make the throw in correctly.

-          Both feet must be on the ground and the ball has to be thrown with two hands straight over the head.

A ball that crosses the end line will be placed in front of the goal about 5 yards out and kicked back into play by the team that defends the nearest goal.

Substitutes are to be made at the end of each period and coaches need to keep playing time as equal as possible.

Games may end in a tie.

Goalies can only play 2 periods before a goalie switch has to occur.

Players may kick the ball back to their goalie and the goalie can pick it up without penalty.

Game begins with a kickoff at midfield, one team on the midfield line and the other team on the circle. Players cannot advance until the whistle is blown. This process is repeated after each goal is scored.

A ball that crosses the sideline will result in a throw-in. Players get two attempts to make the throw in correctly.

-          Both feet must be on the ground and the ball has to be thrown with two hands straight over the head.

A ball that crosses the end line will result in a throw-in moved to the sideline for the offensive team.

Field player or goalie will take Indirect Kicks on the field of play.

Substitutes can be made at any game stoppage and coaches need to keep playing time as equal as possible.

Regular Season Games may end in a tie.

Tournament Games will be decided by a 5-minute Golden Goal period and will be repeated if necessary until a winner can be declared.

The Offside Rule is not called. However, players are discouraged from cherry picking or advancing too far up the field for an unfair advantage.

All players must be outside the penalty box and the ball must leave the penalty box area before it is played by either team. A ball kicked over the end line by the defensive team will result in a corner kick for the offensive team.

Penalty kicks are taken for fouls or hand balls in the penalty box.

Field player or goalie may take Direct or Indirect Kicks on the field of play. Indirect Kicks are taken if a foul is called and there is no contact made between players. Direct Kicks are taken if there is contact made between players.

Substitutes can only be made with the permission of the referee and players waiting to come on the field must stand at the midfield line.

                Either Team may sub:

1)      After a goal is scored.

2)      Before a goal kick.

3)      When played is stopped for injury.

4)      A red/yellow card is issued

Only the team with possession may sub:

1)      On a throw-in

2)      On a corner kick

Slide tackling is allowed.

The Offside Rule is called.

Red and Yellow cards will be given.

Regular Season Games may end in a tie.

Tournament Games will be decided by up to two 5-minute Golden Goal periods. If a winner still can not be declared the game will be decided using World Cup format penalty kicks.
